NSDS LIFECYCLE

The NSDS Lifecycle provides an overview of the NSDS formulation.

It is organized and can be navigated through three levels— the stages, the phases, and the steps, all moving sequentially in a circular flow. 

A short description of the three stages and seven phases are mentioned at the end of this page.

The steps under each phase provide access to:

  • knowledge base of relevant literature
  • specific guidelines and recommendations
  • concepts and tools
  • country examples based on NSDS good practices

PRELIMINARY STAGE

The preliminary stage of the NSDS process encompasses setting an enabling environment for the work ahead. This includes:
  • establishing the policy and organizational frameworks for the NSDS,
  • increasing awareness among and ensuring the participation of stakeholders and
  • formulating the plan of action to produce the NSDS document.
The preliminary work is carried out in two phases: engaging with the stakeholders of statistics and preparing the institutional framework for the NSDS design and deployment.
This stage aims to engage stakeholders to bring a common understanding of the concepts, principles, and methodologies as well as the benefits of the NSDS process.

DESIGN STAGE

The NSDS strategic and results frameworks and action plan take shape during the design stage. This stage firms up the basis for the NSDS and defines the strategic directions and concrete actions that the national statistical system needs to take for the plan period.
The stage covers three (3) phases:
  • assessing the national statistical system,
  • envisioning the strategic direction of the NSS, and
  • elaborating the NSDS action plan.
The process can be completed within at least 3 months and no more than 4 months.

DEPLOYMENT STAGE

The deployment stage sets into motion the programs and activities that are identified toward achieving the strategic goals (outcomes) and key outputs (groups of outputs), and ultimately in realizing the strategic philosophy.

The NSDS document, strategic and results frameworks and implementation plan, is disseminated and communicated to all relevant stakeholders, including sectoral and/or subject matter groups. Resources are mobilized and action plans are carried out by the ministries/agencies. The implementation but more importantly the results are monitored routinely to inform changes or updates in terms of strategy, priority, action, or input, if necessary.
