2. Preparing
This phase consists of steps that organize, prepare, and mobilize the institutional mechanisms and accountability framework to implement the roadmap toward the production of the NSDS document.
The country management team is designated, and the steering or advisory body is organized. The NSDS process is officially recognized and launched by the government. The stakeholders gather to learn more about the NSDS process and carry out initial work to inform the design stage of the NSDS.
