Step 5.3 Evaluate risks & prepare mitigation strategy in terms of actions

The NSDS strategic framework (Step 4.3) identifies both facilitating and risk factors   in NSDS implementation. 

All NSS stakeholders should evaluate risk factors stated in the NSS   results framework/matrix     and validate how these risks may affect their sector action plans (Step 5.1). With clear understanding of possible risks, NSS stakeholders should formulate their risk mitigation plans     to manage the impact of these risks and to provide alternative actions.

Concrete actions

  • Identify the major relevant/potential risks in the country based on the national risk management strategy, if any.
    • socio-economic (e.g., financial crisis)
    • socio-political (e.g., civil disorder, labour strikes, mutiny/revolution, terrorism, etc.)
    • environmental (e.g., natural hazards like earthquake, volcanic eruption, typhoon/cyclone/hurricanes/monsoon rain, etc.),
    • public health (e.g., pandemic)
    • other risk factors (e.g., manmade factors like chemical spill/leak, contamination, infrastructure failure, etc.)
  • Identify major risk factors within the NSS.
    • legal (e.g., lack of/unclear laws/mandate for statistics and NSO, weak management and coordination mechanisms)
    • policy (e.g., lack of interest/appreciation, lack of/unclear data demand, lack of evidence-based culture in governance)
    • financial (e.g., lack of resources, low priority in budget allocation, lack of /unclear budget policy)
    • technology (e.g., low technology uptake/absorption capacity, lack of sustainability)
    • organizational capacity (e.g., low level of NSO in government structure, low confidence of NSO for leadership in NSS)
    • stakeholder relations (e.g., weak donor support, lack of interest from major data users)
  • Evaluate how each risk factor may affect the NSDS implementation and results and choose only the most impactful factors.
  • For every risk factor selected, think of appropriate mitigation measures to minimize impact and introduce new or alternative solutions.
  • Consolidate the selected risk factors, mitigation measures and solutions into a risk mitigation plan.
  • Include cost of the risk mitigation strategy in the NSDS financing plan and budget.
    • Ministries/agencies should allocate funding for implementing the risk mitigation plans.
