NSDS Training-Workshop

 

The NSDS training-workshop is a specially-designed concept and intervention to facilitate key steps in the NSDS lifecycle. The training-workshop requires the participation of all key stakeholders of statistics in the national statistical system including data users, producers, and development partners to foster collective effort and increase ownership of the NSDS. Step 2.3 | Step 3.1

The NSDS training-workshop combines a basic training on results-based management principles and tools and a strategic planning exercise to produce concrete outputs: draft strategic framework of the NSDS, including the vision, mission, and core values, and the strategic outcomes and key outputs.

The NSDS training-workshop typically covers four (4) broad topics: (a) basic concepts of results-based management and NSDS; (b) assessment of the national statistical system; (c) formulation of the strategic framework (visioning); and (d) discussion of priority and emerging concerns in statistics. The course may include a learning session on ADAPT depending on need or readiness at the country level.

In more detail, the course consists of:

  • Introduction or revisit of basic concepts of results-based management
    • problem analysis, theory of change (TOC), logical framework approach (LFA)
    • visioning, results framework
    • monitoring and evaluation (e.g., M&E framework, indicators, targeting, etc.), 
    • action planning
  • Introduction/discussion of the NSDS
    • NSDS concept
    • NSDS Lifecycle
  • assessment of the national statistical system Step 3.1 | Step 3.2 | Step 3.3
    • problem analysis using Strengths-Weaknesses-Opportunities-Threats (SWOT), TOC, or LFA
    • review of previous NSDS 
    • data assessment; data gap analysis
    • user needs and satisfaction assessment
  • visioning or formulation of the strategic and results framework Step 4.1 | Step 4.2
    • policy basis for the NSDS 
      • national development plan/goals
      • sustainable development goals
      • regional cooperation such as ASEAN Community, SAMOA Pathway, the Caribbean regional development agenda, among others
      • other relevant development frameworks
    • objectives tree analysis (e.g., TOC, LFA)
    • strategic philosophy
    • results framework, including risk mitigation
  • discussion of priority and emerging concerns in statistics 
    • sectoral and subject-matter statistics (e.g., agriculture, health, disability, education, gender, environment/climate change)

    • open data and data revolution and the modern NSDS

  • learning session on ADAPT
    • Overview, relevance to NSDS, principles, purpose and uses/applications, outputs, and deployment/use
    • Hands-on exercises on data gaps assessment (e.g., mapping indicators of national development goals and sustainable development goals), objectives and activities, costing, and monitoring

The final design and content of the training-workshop, including the main focus, relevant priority and emerging topics to be covered, the mechanics, and key outputs, depend on the collaborative discussion between the country through the NSO, PARIS21, and the principal resource person.
